When we examine Taiwan’s major criminal cases that have drawn significant public attention in the past, rather than listing them as isolated incidents, they can be understood as a series of imprints in the island’s social development history. These cases can be reinterpreted through three dimensions: severe disruptions to public safety, major turning points in the legal system, and the impact of emerging forms of modern crime.
In Taiwan’s public security history, the late 1990s remain marked by deeply traumatic cases such as the Hsiao Li-wen kidnapping and murder case and the Liu Pang-yu massacre. These incidents profoundly shattered the public’s sense of safety. In particular, the Hsiao Li-wen case, involving fugitive Chen Chin-hsing, who continued committing crimes during his escape, generated widespread fear and placed immense pressure on the government. It also contributed to the modernization of the policing system and reforms in criminal investigation techniques. Meanwhile, cases from the martial law era, such as the Lin family massacre and the Chen Wen-chen incident, reflect a historically complex period where politics and law were deeply intertwined in a shadowed system. These remain unresolved cases frequently discussed in transitional justice debates.
Entering the 21st century, public concern gradually shifted toward indiscriminate attacks and campus safety. The Taipei Metro stabbing attack carried out by Cheng Chieh fundamentally challenged the public perception of absolute safety in mass transportation systems. It sparked long-term debates on mental health conditions, support systems for marginalized individuals, and preventive mechanisms for random violent crimes. More recently, the New Taipei junior high school stabbing case has refocused attention on juvenile crime, prompting society to reassess the balance between protection and punishment under the Juvenile Justice Act. This reflects a growing collective intolerance toward violence in educational environments.
In parallel with structural changes in modern society, criminal patterns have also evolved.
