日本即將實施針對自行車惡劣交通違法行為的新型罰款制度,被稱為“藍票”,並將於2026年4月1日正式啟動。這一制度的推出,是日本警方為提升自行車交通安全、減少事故發生而做出的重要舉措。此前,日本警察廳於9月4日公布該制度的執法基本方針,對處罰範圍、標準及執行方式進行詳細說明。

“藍票”制度主要針對16歲及以上的自行車騎乘者,涵蓋113種交通違法行為。大多數違規情況下,警方將延續現有的執法模式,以教育引導為主,先進行口頭警告並提醒遵守交通規則。但對於那些性質惡劣、存在明顯安全隱患的行為,警方將取消事前警告,直接開具“藍票”,並要求當場繳納罰款,以達到即時警示與強化威懾的目的。

根據官方公布的重點處罰行為,三類違規最為典型且罰款額度最高。首先是騎行時使用手機或智慧型手機,即“邊騎邊用”,違規者將被處以1萬2千日元罰款。其次是騎行進入已關閉的鐵路道口,罰款金額為7千日元。第三類則是自行車存在缺少剎車等控制裝置不良情況仍上路行駛,違規者需支付5千日元罰款。

此外,方針中還明確規定,如果自行車騎乘者在接受警方警告後短期內再次實施相同或相似違規行為,將不再享受首次警告的寬限,立即納入“藍票”處罰範圍,這一規定進一步加強制度的威懾力,督促騎乘者自覺遵守交通規則,降低交通事故風險。整體而言,“藍票”制度標誌著日本在自行車交通安全管理上進入更嚴格、制度化的新階段。

Japan is set to implement a new fine system for serious bicycle traffic violations, known as the “Blue Ticket,” which will officially take effect on April 1, 2026. This initiative is part of Japanese authorities’ efforts to enhance bicycle traffic safety and reduce accidents. Prior to its launch, the National Police Agency released the enforcement guidelines for the system on September 4, outlining the scope of penalties, standards, and procedures.

The “Blue Ticket” system targets cyclists aged 16 and older and covers 113 types of traffic violations. For most infractions, police will continue the traditional approach of providing guidance and warnings, educating riders to comply with traffic rules. However, for particularly dangerous behaviors that pose clear safety risks, authorities will skip the warning stage and issue a Blue Ticket on the spot, requiring immediate payment of fines. This approach aims to provide instant deterrence and reinforce compliance.

Among the most serious offenses, three have been highlighted with specific fines. Riding while using a mobile phone or smartphone—commonly referred to as “phone while riding”—carries a fine of 12,000 yen. Riding into a closed railway crossing incurs a fine of 7,000 yen. Cyclists whose bicycles have defective control devices, such as missing brakes, and who still ride on the road, face a 5,000 yen fine.

The guidelines also stipulate that if a cyclist repeats the same or similar offense shortly after receiving a warning, they will immediately fall under the Blue Ticket penalty system, without the leniency of a first-time warning. This provision is intended to strengthen the deterrent effect and encourage riders to consistently follow traffic rules. Overall, the Blue Ticket system marks a new, stricter, and more institutionalized phase in Japan’s management of bicycle traffic safety.
