17級超強颱風「樺加沙」在花蓮造成重大傷亡,目前已經登陸中國
2025年9月22日,超強颱風「樺加沙」進入中國24小時警戒線,其中心最大風力達17級以上,相當於每秒58米的極端風速。這場颱風於9月24日傍晚至前半夜在廣東珠海至徐聞一帶沿海登陸,帶來強烈風雨以及可能引發的風暴潮災害,對沿海城市及民生造成嚴重威脅。
颱風動態方面,截至9月23日中午12時30分,「桦加沙」中心位於廣東陽江市東偏南方向約600公里的海域,並以每小時20公里的速度向西偏北移動,仍維持超強台風級(17級)強度。專家預測,颱風登陸時將維持強台風至超強台風級(14至16級,風速約45至52米/秒),登陸後會逐步減弱,至25日凌晨可能以強熱帶風暴至台風級(10至12級)進入廣西或北部灣海域。
風雨影響遍及福建、廣東及廣西沿海地區,局地可能出現暴雨至大暴雨,部分地區累計降雨量超過300毫米。陣風最高可達12至13級,對建築物、交通及農業造成威脅。海域方面,南海、巴士海峽及台灣海峽出現8至13米高的狂浪,廣東、福建沿海風暴增水達60至100厘米,多地發布橙色預警,以應對可能的海水倒灌與次生災害。
應急方面,福建、廣東均啟動防台風Ⅲ級應急響應;廣西則將預警升級為三級,要求海上船隻回港,景區暫時關閉,並進行人員轉移。自然資源部同步啟動海洋災害三級響應,防範山洪、滑坡及其他次生災害。
交通與民生措施也同步推進,多地公共交通停運及航線停航。福建泉州、漳州部分列車於23日及24日停運,廈金、泉金航線及多條海域客渡船自22日起停航,景區如福州分館、安平橋景區、紅塔灣等亦臨時關閉,恢復時間尚待公布。居民被提醒避免沿海活動,加固門窗,並注意駕車減速控距,避開低窪地段。
截至報導時,「樺加沙」已在廣東登陸,影響16個城市實行“五停”措施(停工、停課、停市、停航、停運),超百萬人已轉移至安全地點。颱風同時造成台灣地區14人死亡、18人受傷,並有數百人被困或失蹤,顯示其破壞力之強與災害影響之廣。整體而言,「樺加沙」是一次對華南沿海及台灣造成重大威脅的超強颱風事件,政府及民眾均需高度警戒,積極應對。
From September 22 to 23, 2025, Super Typhoon “Huasasha” entered China’s 24-hour warning zone, bringing extreme wind speeds with a maximum center intensity exceeding Level 17, equivalent to 58 meters per second. The typhoon made landfall along the coast from Zhuhai to Xuwen in Guangdong province on the evening of September 24 through the early night, causing severe winds, heavy rain, and the risk of storm surges, posing a significant threat to coastal cities and local communities.
As of 12:30 PM on September 23, the center of “Huasasha” was located approximately 600 kilometers southeast of Yangjiang in Guangdong, moving northwest at 20 kilometers per hour while maintaining super typhoon strength (Level 17). Forecasts indicated that upon landfall, the typhoon would remain at strong to super typhoon intensity (Levels 14–16, 45–52 meters per second), gradually weakening afterward, and by the early hours of September 25, it could enter the Guangxi or Beibu Gulf area as a strong tropical storm to typhoon (Levels 10–12).
The typhoon’s impact spanned coastal areas of Fujian, Guangdong, and Guangxi, with heavy to torrential rain expected and localized extreme rainfall exceeding 300 millimeters. Gusts could reach up to Levels 12–13, posing risks to buildings, transportation, and agriculture. In maritime areas, the South China Sea, Bashi Channel, and Taiwan Strait experienced waves of 8–13 meters, with storm surges along the coasts of Guangdong and Fujian reaching 60–100 centimeters, prompting orange-level alerts in multiple locations to prevent flooding and secondary disasters.
Emergency measures were activated, with Fujian and Guangdong initiating a Level III typhoon emergency response. Guangxi upgraded its warning to Level III, requiring ships to return to port, closing tourist attractions, and relocating residents. The Ministry of Natural Resources also launched a Level III marine disaster response to prevent flooding, landslides, and other secondary hazards.
Transportation and public services were affected as well. In Fujian, trains in Quanzhou and Zhangzhou were suspended on September 23–24, and passenger ferry routes, including Xiamen–Kinmen and Quanzhou–Kinmen, were halted starting September 22. Tourist sites such as the Fuzhou branch of the Commercial Press, Anping Bridge Scenic Area, and Hongta Bay were temporarily closed, with reopening dates pending. Residents were advised to avoid coastal activities, reinforce doors and windows, and exercise caution while driving, especially in low-lying areas.
By the time of reporting, “Huasasha” had made landfall in Guangdong, affecting 16 cities that implemented the “Five Stops” measures (suspension of work, classes, markets, shipping, and transportation), with over one million people evacuated to safe locations. In Taiwan, the typhoon resulted in 14 deaths, 18 injuries, and hundreds of people trapped or missing, highlighting its destructive power. Overall, “Huasasha” represented a major natural disaster affecting southern China and Taiwan, requiring heightened vigilance and proactive emergency responses from both authorities and the public.
