Amid the chaos, a controversial incident occurred that stirred heated debate across society. In downtown Hualien, one supermarket was flooded and thrown into disorder. Taking advantage of the situation, groups of residents rushed inside and began what has been described as “zero-dollar shopping.” Some people carried off basic necessities such as food, bottled water, and daily supplies, but others seized the chance to grab expensive cigarettes and alcohol.
