2025年10月1日,受颱風“博羅依”以及上游來水疊加的影響,廣西南寧迎來今年首次編號的洪水事件——“郁江2025年第1號洪水”。當天17時40分,郁江南寧水文站的水位正式漲至警戒水位73.0米,標誌著洪水形勢的全面升級。根據水文部門的預測,10月4日淩晨2時前後,南寧城區河段洪峰水位將達到76.5米,超出警戒水位3.5米;邕寧河段預計在10月4日早晨6時前後超警6.2米,巒城河段在當日晚間23時前後將超警1.7米,而橫州河段則在10月5日早晨8時前後達到超警1.5米的情況。

為了應對迅速發展的洪水,南寧市水利局在10月1日當天將洪水防禦應急回應由Ⅲ級提升至Ⅱ級,啟動全天候24小時值班和巡查機制,並派出8個工作組展開全面排查。截至10月2日,巡查堤防總長已達489公里。同時,自治區和南寧水文中心也同步將洪水預警提升至橙色級別,顯示情況的嚴峻性。

在防禦措施方面,多項水利工程被緊急啟用。百色水利樞紐已累計攔蓄洪水7.3億立方米,而老口、邕寧等樞紐則提前騰空庫容2.68億立方米,並保持持續敞泄狀態,以緩解下游壓力。防洪設施方面,已關閉防洪閘34座、交通閘28座、穿堤涵管28條,並啟動18座泵站,共計抽排水量208萬立方米。同時,搶險力量提前部署,15名搶險隊員和3輛泵車已前置到重點險情區域,5個專家組保持全天候待命狀態,防汛物資儲備也在不斷補充與檢查,堤防巡查工作被進一步加強。

在此背景下,官方也對市民發出了安全提醒,呼籲公眾遠離江邊,避免聚集圍觀,以防發生意外。同時,防範重點已放在堤防滲水、險情突發等方面,確保在洪水高峰來臨前最大限度地保障人員和財產安全。這場洪水不僅是對南寧水利系統的一次嚴峻考驗,也再次提醒社會公眾重視自然災害防範與應對的必要性。

On October 1, 2025, heavy inflows from upstream combined with the impact of Typhoon “Boloi” triggered the first officially designated flood of the year in Nanning, Guangxi, known as the “Yujiang No. 1 Flood of 2025.” At 5:40 p.m. that day, the Yujiang River’s water level at the Nanning Hydrological Station rose to the warning mark of 73.0 meters. Forecasts indicated that by around 2 a.m. on October 4, the flood peak in the Nanning urban section of the river would reach 76.5 meters, 3.5 meters above the warning level. Other river sections were also expected to exceed warning levels: Yongning by 6.2 meters on the morning of October 4, Luancheng by 1.7 meters late that night, and Hengzhou by 1.5 meters on the morning of October 5.

In response to the rapidly escalating situation, the Nanning Water Resources Bureau upgraded its flood emergency response from Level III to Level II on October 1. A round-the-clock monitoring and patrol system was launched, with eight inspection teams deployed. By October 2, inspections had covered a total of 489 kilometers of levees. At the same time, the Guangxi Autonomous Region and Nanning Hydrological Center raised the flood warning to orange, underscoring the severity of the threat.

Flood control measures were implemented across multiple fronts. The Baise Hydropower Hub had already intercepted 730 million cubic meters of floodwater, while the Laokou and Yongning reservoirs released water after clearing 268 million cubic meters of storage capacity. Thirty-four floodgates, 28 traffic gates, and 28 culverts were closed to prevent overflow. Eighteen pumping stations were put into operation, discharging a total of 2.08 million cubic meters of water. On the ground, 15 rescue workers and three pumping trucks were deployed in vulnerable areas, while five expert teams were on 24-hour standby. Emergency supplies were stockpiled, and patrols along river embankments were intensified.

Authorities issued public safety reminders urging residents to stay away from riverbanks, avoid gathering to watch the flood, and remain vigilant for signs of seepage or levee damage. The flood response highlights not only the pressure on Nanning’s flood defense system but also the importance of proactive disaster preparedness to protect lives and property.
