In October 2025, Masahisa Kageyama, technical director of the Japan Football Association (JFA), was sentenced by a French court to 18 months probation, a €5,000 fine, and a 10-year ban from entering France after being found viewing child sexual abuse material on a flight to Chile to observe the U-20 World Cup. The case sparked significant concern both in the international football community and within Japan.

The incident occurred during Kageyama’s transit through Paris Charles de Gaulle Airport, when flight attendants on the Air France flight discovered him watching the illicit material on a tablet in business class. Kageyama claimed that the content was AI-generated and described himself as an artist. During the trial, he admitted to viewing the inappropriate material but argued that he was unaware that the act was illegal under French law.

The French court convicted him of possession of child sexual abuse material, issuing an 18-month suspended sentence, a €5,000 fine (approximately 41,000 RMB), and restrictions prohibiting him from engaging in work involving minors for 10 years. He was also added to France’s national sex offender registry. The verdict drew widespread attention, particularly given his role in youth football, and significantly impacted his professional standing.

In response, the Japan Football Association terminated Kageyama’s role as technical director on October 7, 2025. JFA President Tsuneyasu Miyamoto publicly condemned Kageyama’s actions as “unacceptable” and issued an apology to the public, promising to strengthen compliance and oversight within the organization. Kageyama had previously been responsible for Japan’s youth football development programs, and the incident raised serious questions about internal governance, ethical standards, and safeguarding practices within the JFA.
