The 1983 "Strike Hard" Campaign and the Case of Hu Xianhua

The year 1983 marked a unique and challenging period for social order in China, leading to the initiation of the massive "Strictly Cracking Down on Criminal Activities" campaign, widely known as the "Strike Hard" (Yanda) campaign. This action was launched due to a severe decline in public safety. Following the conclusion of the "Up to the Mountains and Down to the Countryside" movement, a massive influx of young people returned to cities, resulting in a large unemployed population. These idle youths, combined with the gradual infiltration of Western cultural ideas, contributed to rampant issues like street violence, theft, robbery, and behaviors deemed "morally corrupt." As a result, the nights in many major cities became fraught with anxiety, and the public lived in a state of fear. The "Strike Hard" campaign was characterized by the principle of "severe punishment and swift execution" to rapidly curb the chaos.

It was against this historical backdrop that the sensational case of Hu Xianhua unfolded.

? The Anomaly of the Era: Hu Xianhua

Hu Xianhua was a young woman who was only 26 years old at the time of her arrest. In the context of a highly conservative society, she stood out remarkably. She possessed an open mind, was eager to follow trends, and always dressed in a flamboyant, liberal style. This individualism was seen as completely out of step with the prevailing social norms. Due to her personality and appearance, she attracted a circle of young men and women who were equally idle and obsessed with fashion. These companions often came from affluent families, included educated intellectuals, and even some children of officials. They spent their days loafing around, constantly seeking excitement and novelty.

Hu Xianhua was equally liberal in her approach to relationships. She enjoyed the "sweetness" and pleasure derived from love, and never turned down a suitor, often indulging in simultaneous relationships. She was happy to maintain connections with multiple men.

? The Incident and Arrest

The turning point occurred during a private gathering. On the night of the incident, Hu Xianhua was at her boyfriend Wang Jinlong’s apartment, along with a group of other young men and women. Wang Jinlong mentioned that he had acquired a "Taiwanese disc"—a form of media explicitly banned at the time. Due to political tensions, films and songs from Taiwan, Hong Kong, and Macau were prohibited in mainland China and labeled as "spiritual pollution." Ironically, this forbidden status made such items highly desirable among youths seeking thrills.

Inside the apartment, the group listened to the banned Taiwanese tunes, like Tian Mi Mi (Sweet Honey), while performing "fashionable" dances. They were wearing clothing considered "revealing" in that era. Men smoked and women drank. The merrymaking quickly drew complaints from neighbors. The young people, accustomed to a sense of entitlement, easily dismissed the neighbors' attempts to intervene.

However, a neighbor soon called the police. When the police arrived and opened the door, they were reportedly stunned. The scene—revealing clothing, prohibited music, and a large mixed-gender gathering—was considered a major transgression of social boundaries. Under the standards of the time, any one of these actions was deemed a serious "crime." Everyone in the room was arrested and taken to the police station.

⚖️ The "Hooliganism" Charge and Death Sentence

During police interrogation, Hu Xianhua confessed to her extensive relationship history, admitting to having been involved with as many as 18 boyfriends, most of whom she had engaged in physical or sexual relations with. At the time of her arrest, she was simultaneously involved with three men.

Within the legal framework and moral climate of 1983 China, these actions were judged to have violated one of the serious crimes stipulated in the criminal code: the crime of Hooliganism (Liúmáng Zuì). This charge was extremely broad in scope, covering a wide range of behaviors related to sexual morality and public order that were deemed to "corrupt social morality," such as group sex, molesting women, or even wearing eccentric clothing in public.

Crucially, because this was the height of the "Strike Hard" campaign, such cases concerning "social moral corruption" were subject to exceptionally harsh punishment. Simply for having relations with multiple men, Hu Xianhua was found guilty of Hooliganism with serious circumstances and was subsequently sentenced to death.

Hu Xianhua likely never anticipated that her pursuit of personal freedom and open relationships would lead to such a brutal legal end in an era that emphasized extreme conservatism and judicial "severity and swiftness." Executed at just 26 years old, her case underscores the exceptional strictness of the 1983 "Strike Hard" campaign, which aimed to not only eliminate violent crime but also to vigorously enforce a rigid moral and ideological conformity, a level of judicial severity that is difficult to comprehend today.
